Lebanese budget preparation cycle
April 1 – April 15
Issuance of Budget Circular
The Minister of Finance issues the budget circular to all ministries and public administrations, setting guidelines for the preparation of budget requests for the upcoming fiscal year. Budget circulars are published on the Ministry of Finance website.

Preparation of Ministry Budget Requests
Each ministry and public administration prepares its budget request in accordance with the budget circular guidelines and submits it to the Ministry of Finance.

Budget Negotiations
The Directorate of the Budget at the Ministry of Finance reviews, analyzes and negotiates the budget requests submitted by the various ministries and public administrations.

Preparation of the Draft Budget Law
The Ministry of Finance prepares the draft budget law and presents it to the Council of Ministers for approval.

Parliament discusses, amends, and votes on the budget law. If Parliament does not approve the budget before year-end, the Government operates under provisional twelfths.
